I'm pinging upstream about this, it seems to be a legitimate bug.
Meanwhile, the workaround is simple enough.  See ~/.subversion/config
or /etc/subversion/config:

    [auth]
    password-stores = gnome-keyring,kwallet

is the default value; if you prefer you can disable those plugins:

    password-stores =
