Hi, this bug is especially annoying if /var/cache/apt/archives or /var/cache/apt is mounted as tmpfs on systems which run off a CF or SD card or very small SSDs (like the early EeePCs).
My current workaround is having the line mkdir -p /var/cache/apt/partial /var/cache/apt/archives/partial in /etc/rc.local. Works without problems for quite some weeks, but it would be nice to have this fixed in apt.
