You better be real sure about that because sysctl.conf has been a
conffile for a very long time (years, but not sure how many).

$ dpkg -l procps | grep procps

$ grep /etc/sysctl.conf /var/lib/dpkg/info/procps.conffiles
/etc/sysctl.conf

Your situation would not be the only situation where overwriting
procps would cause bad things to happen.  In addition the conffile is
there, so if dpkg has decided to ignore conffile settings then that
would cause an even larger nightmare. I've heard nothing else yet
and this version of procps was uploaded in January.

Just in case it was a powerpc-specific build problem, I also checked one
of Debian's powerpc hosts and the conffile is identical to my alpha and
i386 ones (bruckner, unstable chroot if other developers were
wondering).

In short, I'm not that convinced this is a bug.
