Installing libqt4-sql-psql will not automatically make the quasselcore init script use the psql backend, i.e. it would have to behave differently given on which backend is installed. Imho this would complicate matter for not much gain. You can install libqt4-sql-psql on your own and tweak the start script to your likings. The only downside is that you have a libqt4-sql-sqlite package installed that you don't use. On the other hand, having a | libqt4-sql-psql alternative dependency could lead to a situation, where a user has the default init script (which only works with sqlite) and libqt4-sql-sqlite not installed, i.e. quasselcore will not be usable. I think libqt4-sql-sqlite as default is a good choice, but I'll leave it to Thomas to decide.
