Though, according to the preinst script, shouldn't the file be renamed if it 
was modified?  This also didn't occur on my system.  True that, so far, I'm the 
only bug reporter experiencing this. 

Anyway, I also have a laptop which is installed debian testing.  udev is 
installed as version 125-7 as I put it on hold a while back and I forgotten 
why.  But, I only update this laptop every one or two months.

On the laptop:

$ md5sum /etc/udev/rules.d/60-persistent-storage.rules 
1f478f185e658dc887f196147ef3857b  /etc/udev/rules.d/60-persistent-storage.rules

And (as per preinst script):

$ dpkg-query -W -f='${Conffiles}' udev | grep 60-persistent-storage
 /etc/udev/rules.d/60-persistent-storage.rules 1f478f185e658dc887f196147ef3857b
 /etc/udev/rules.d/60-persistent-storage-tape.rules 
db3a5c1e5075450c3aeb4e283f8fa109

So, this one should be deleted according the the preinst script.

I'm going to upgrade this within the next day or so and forcefully the udev 
package that is on hold.

I'll follow up how that goes.
