This is unfortunate. Unnecessary dependencies make any system more fragile, and udev is an essential package. There is no reason to be sensitive to whether or not the upgrade is being performed by dpkg or manually by the user. Failure to document this causes a nuissance for people who do understand the consequences and accept responsibility for breaking their systems. If you truly desire to make Debian more robust in the face of careless/ignorant users, then it is best to revisit the decision to depend upon new kernel features, as kernel upgrades rarely proceed uneventfully. If you desire, however, to provide the newest features to power users, then you should document this work-around. If you desire to punish power users and newbies alike, then please continue with your status quo. That said, I very much appreciate that the /etc/udev/kernel-upgrade work-around was available for me, even though I had to dig to find it. I would be considerably irate if I had had to re-package the control.tar.gz and .deb files in order to use a custom preinstall script. So thank you for thinking of this eventuality in advance!
