What's the output of devkit-disks --dump?
What was the command line you used for devkit-disks to set the spindown and it's
output?

Please also kill the running devkit-disks-daemon instance and run it manually as
root so you can see it's output when you trigger the spindown request.

FWIW, it works for me.
