New versions of Xorg have another keys format for specifying Xkb (and may be other) options than described in, for example /usr/share/hal/fdi/policy/10osvendor/10-keymap.fdi So, the "input.xkb.rules" must be converted to "input.x11_options.XkbRules". See http://cgit.freedesktop.org/xorg/xserver/tree/config/x11-input.fdi.
