Unfortunately this did not fix the issue, it happened 2 minutes ago:

top - 14:15:36 up 2 days,  6:22,  1 user,  load average: 50.13, 37.36, 18.49

Cpu(s): 7.3%us, 3.0%sy, 0.0%ni, 0.0%id, 89.0%wa, 0.0%hi, 0.7%si, 0.0%st

$ ps aux | grep -c apache2
35
