I'm having the same problem and have found that the 'display' command from ImageMagick is returning a '1' exit code even though everything seems to have executed successfully. I tried the -debug option with display, but could not find any errors. Although I may have missed them in the copious output which that provides. I installed feh and now fbsetbg uses that by default rather than display so everything's fine.
