I think you are more likely to find people who are knowledgeable about these things on the Xen mailing lists (e.g. xen-user in the first instance) rather than in the Debian BTS so I recommend you pursue this upstream. I vaguely recall some difference in timekeeping mechanisms between the pvops vs old-style kernels but I don't know the details.
