So I don't want to touch the action_mailer/base.rb, since it would be
overwritten with the next package update of rails. Anyways ... the rails
package is 2.2.3-1~bpo50+1.

I just tested it, with your email.yml,
and it worked for me.
Maybe your localhost mail server has some config problem ?
Please try to give me more info on this.
