Same problem on my Lenovo 3000-V200 laptop (i386).

$ dpkg -l | grep xserver-xorg-input-synaptics
ii  xserver-xorg-input-synaptics         1.1.2-1

As workaround, after load KDE4 I need run "gsynaptics" and enable tap, so it 
works.

If I restart the laptop, "tap config" is disabled.
