The idea is that libept is going to disappear (see #540218), so I don't
see a need for a split.

I'd like to keep shipping the documentation, just in case people want to
fix bugs in code that uses libept before it disappears.

I can, however, disable graphviz in doxygen: this should both reduce
package size and remove the depencency.
