In fvwm 2.5.28, try with "BugOpts TransliterateUtf8 on". That bug option will make fvwm try to transliterate the _NET_WM_NAME if it can't be represented in the current locale instead of falling back to WM_NAME. The bg however is with applications, not with fvwm. WM_NAME should cointain a window name to be used if the one in _NET_WM_NAME can't be used. (The EWMH specification states about _NET_WM_NAME: "If set, the Window Manager should use this in preference to WM_NAME. ", which is what fvwm does. Fvwm only uses WM_NAME for backup in the event that _NET_WM_NAME can't be displayed for any reason.)
