I don't know why you shouldn't be able to use aufs without
aufs-tools. And I want to remove aufs anyway, but Bug#541828
makes it impossible to add a replacement at the moment.

It might make sense for aufs-tools to have an "Enhances: aufs-modules"
and for aufs-module* to have a "Recommends: aufs-tools". But it really
works without them.
