I had this set to 7, for some reason (probably to set a real minimum size when it was using gecko). But it does look like it has an impact on the default font size (i.e. the 1em font size for all sites) more than setting a minimum size for fonts (making it impossible to font size to end up below the set value, even when using stuff like 0.1em).
