The first thing I can suggest doing is removing any files (not directories) in the /var/cache/request-tracker3/ directory and restarting apache. Also check for any stray local modifications in /usr/local/share/request-tracker3/. If this doesn't help then I suspect there are problems (or incompatibilities) between rt3 and the latest libhtml-mason-perl package.
