The pdns-server/allowrecursion debconf option's description says: Enter here, semicolon separated, the subnets that are allowed to recurse. However, that's wrong: the options should actually be separated by commas. If you use semicolons (like I did when following the instructions), pdns will fail to start. As a fix I'd just replace "semicolon" with "comma".
