Testing on a debian lenny virtualbox, it seems that xmllint --postvalid --dtdvalid http://www.oasis-open.org/docbook/xml/4.4/docbookx.dtd --xinclude --noout help/C/solfege.xml will not access the net. The url only names the dtd, and the dtd itself is found on the local filesystem. If I change the dtd version to any other version in /usr/share/sgml/docbook/dtd/xml, not net will be used, but if I try another version number, xmllint will try to use the net.
But I can remove the xmllint call completely from the next upload if you think it is necessary. I have a 3.14.7 (or soon .8) release that should be uploaded.
