From what I see the Czech translation of apt-listchanges has no encoding issue.
The message pointed by Jirí Palecek is indeed correct in the PO file: #: ../apt-listchanges/AptListChangesGtk.py:68 msgid "Continue Installation?" msgstr "Pokračovat v instalaci?" Czech translators, would you mind looking at this bug?
