Your package comes from the Kernel Team (but their server is currently broken).
There is another bug (I do not remember the number) for libc about that.
scsi.h is required for some compilation and libc-dev will stop to include it
only when the kernel header will become available in unstable (ie when
2.6.31 will be uploaded)
