Well, it's not fixed in unstable on at least three release architectures:
libdbd-sqlite3-perl | 1.25-2 | unstable | hppa, hurd-i386, ia64,
mips

armel, i386, kfreebsd-amd64, kfreebsd-i386, mipsel, powerpc, s390, sparc
If you look closely at the BTS version graphs, it does actually show this -
the first red oval reads "libdbd-sqlite3-perl/1.25-2 (testing, unstable)".
I assume that's why it's still shown as affecting unstable on
http://bugs.debian.org/release-critical/debian/all.html , which is the
source for rc-alert's data. I've CCed the BTS maintainers (via the PTS) for
confirmation.
