If I understand the patch correctly, this would mean that FIAIF is
started after the network has been set up.

This would leave the system vulnerable between the time the network has
been initialized until the firewall is enabled.

The fiaif init script does not depend on any network services, and it is
strongly recommended that FIAIF (or any other firewall) is started
before the network interfaces are enabled, for security reasons.
