One way to do this would be to define an other custom action:
In Thunar, Edit > Configure custom actions
Add a new action:
Basic tab:
Name: Open Terminal Here
Command: exo-open --working-directory %d --launch TerminalEmulator
Appearance Conditions tab:
Select everything except "Directories"
This custom action should not conflict with the other "Open Terminal
Here" action which is configured to only appear if the selection
contains directories.
Then, depending on whether the selection contains a folder or a file,
you should see an action which should open a terminal either in the
selected directory or in the directory that contains the selected file.
