I am putting things back the way they were and correctly titling this, since title "does not fallback utimensat() when cp'ing symlinks" doesn't even apply to the unarchived bug. (coreutils didn't attempt to set the times of symlinks prior to 7.5.)
This was 545306, which is a *completely different bug*, and which was already fixed in 7.5-5.
