If I try to build language-env in a pbuilder chroot with
debconf-english installed in place of debconf-i18n, I get the
following errors:

If I build with debconf-i18n instead, the package builds fine.  My
guess would be that liblocale-gettext-perl or something similar is
missing from the Build-Depends.
