Yes, it is required currently because in Debian default Tcl/Tk is 8.4 (and /usr/bin/wish is a link to /usr/bin/wish8.4). In a few weeks it will be switched to 8.5, but in a meantime (when Itcl/Itk are already use 8.5, but tclsh is still 8.4) redet in Debian is broken.
