If the issue is really that your system is so much slow that it is
unable to load the firmware before the 60 seconds timeout expires, and I
highly doubt it, then just set /sys/class/firmware/timeout to a much
higher value (just do it at the top of /lib/udev/firmware.agent and
then rebuild the initramfs).

But I doubt that this is really the issue, so if it still does not work
then you should instrument firmware.agent to log whatever may be
interesting to /dev/some-file, like checking if the script is run, when
and for which adapter ($DEVPATH, $FIRMWARE, etc), the firmware file is
actually available and so on.
