I've been unable to find how to use that program, as nothing indicates, in the package's docs how to start it. No README.Debian to help in that respect :-( I finally thought that it might be a regular applet that would appear in the list of the possible additions to panels... and finally identified it, but that wasn't obvious. Part of the problem is that the name in french is "Gestionnaire de temps" i.e. "time manager", which is really different from something linked to "hamster" (even though there's a tiny subtitle bellow mentioning Project Hamster). Maybe a single README.Debian mentioning under which place and name it's likely to be found would be great.
