A working soundcard isn't enough to guarantee that the speakers are usable for mail-notification beeps. I might have fancy externally powered speakers that I turn off when not in use. I might listen to all my music via tinny little headphones. I might use the soundcard only for recording. Or I might have a soundcard that isn't appropriately configured yet.
