I already talk about this with Mike and he told me that may be the best
was to forget about this directions to debian-policy because debian-policy
change often the section numbers.
Then I proppose the following change to init.d/README:
- Remove the section number.
- Change the debian-policy main url for the debian-policy contents url.
- Give in the readme only the chapter title.
This way it will be simple to find more information and will not have to
be updated unless chapter title change on debian-policy which is not
common in this specific case. ("System run levels and init.d scripts").
