I think you mean the kbs=\177 in xterm-debian, right? I'm afraid I do not follow. With "Meta Sends Escape" enabled in xterm, I do not notice any problem in bash. If it is disabled, all programs misbehave with regard to the Meta (=Alt on my keyboard) key, at least in a UTF-8 locale.
