        Well, the issue is this:
# rgrep httpd_cvs_script_exec_t policy
policy/modules/services/cvs.fc:/var/www/cgi-bin/cvsweb\.cgi     --
      gen_context(system_u:object_r:httpd_cvs_script_exec_t,s0)
# rgrep 'apache_content_template' policy
policy/modules/services/cvs.te: apache_content_template(cvs)

        So, the cvs module is indeed using the template, so I am not
 sure where the issue is. Perhaps it got fixed between the version you
 encountered the bug in and now.

        This seems to work now.
