Yes sure. However, the problem is that if the package is already
installed then the command will be run.

If I just want to figure out what package contains certain binary I do
do not want to run the binary. Some commands do harmful things even
when you run them without arguments ("halt", "flashrom", "iceweasel",
"visudo", "make" come to my mind first).
