Not a liar, just.. forgetful. Anyway, yes, I can't get it to happen
again with flash disabled, since it only happens when playing a flash
movie. And now I've done some checking and it doesn't happen with
gnash, but it does happen in epiphany. So this (probably) is a
flashplugin-nonfree bug. Mea culpa.

Iceweasel remains running, CPU usage does not spike, but unable to

No plugins installed, this is a vanilla install of iceweasel. Same
problem happens even after wiping ~/.mozilla/firefox, so it's not a
profile thing.
You're obviously lying, since viewing videos on youtube requires a
plugin, one that typically creates the kind of problem you describe,
namely Adobe Flash Player.
Try really running without plugins, really, using the command:
MOZILLA_DISABLE_PLUGINS=1 iceweasel
as described in the information reportbug should have displayed you when
you filed the bug ;)
