The process, started as

/usr/bin/debpatch
/var/cache/apt/archives/partial/dictionaries-common_1.3.0_all.deb.delta
/ /var/cache/apt/archives/partial/dictionaries-common_1.3.0_all.deb
->8-

uses up 100% CPU, strace shows nothing. Probably, debpatch run into
infinite loop.

I had dictionaries-common 1.2.1 installed on my system.
