apt-file is a very useful utility on any system, not only desktop systems. Given the availability of graphical utilities on desktops, I'd even say that it is *more* useful on systems with only a text console. This makes the "Recommends: menu" inappropriate. apt-file is always useful without it, and there is a large number of systems where installing menu doesn't make sense while insalling apt-file does. Please demote menu to a Suggest. This bug is filed in an attempt to reduce the set of Recommended packages enough for me to be able to install an ordinary non-desktop system without disabling APT::Install-Recommends.
