Because the configuration file does not provide such an option.
Sure, after reviewing /usr/bin/cron-apt, I know that such a variable
exists (and can add it in the config file), but I think that's not much
comfortable.
I renamed UMASK_RELAXED to UMASK to avoid confusion.
