On upgrade from tftpd-hpa 5.0-3 to 5.0-5, I'm presented with the following
debconf error message:

  debconf token is missing in /etc/default/tftpd-hpa

  The /etc/default/tftpd-hpa file does not contain the '#DEBCONF#' token. The
  file will therefore not be regenerated automatically.

  If that's wrong, add the line and call "dpkg-reconfigure tftpd-hpa" 
afterwards.

Well yes, this is definitely wrong.

- The /etc/default/tftpd-hpa file on my system is a *conffile*.  Apparently the
  5.0 package of tftpd-hpa no longer ships this as a conffile, but the package
  still needs to properly clean up that conffile first before editing it.

- Since this is a conffile, and unmodified on my system, I should not get any
  prompts about it.  The package should do the right thing on upgrade so that
  the default is the same on upgrade as on a new install.
