Using btdownloadcurses, I noticed that rates (both up and down) would 
once in a while crawl down to zero, then take some time (tens of 
minutes, very roughly) to restart at all. Then I noticed this happened 
when my IP changed. (It changed more often than it should for some 
reason, which is how I found this out, but it's annoying in any case).

In those cases, if I stopped and restarted the client, transfer would 
restart quite soon. So if the client could detect such situation and 
handle it (possibly simply restarting everything), it would make IP 
changes less disruptive than currently.
