Using btdownloadcurses, I noticed that rates (both up and down) would once in a while crawl down to zero, then take some time (tens of minutes, very roughly) to restart at all. Then I noticed this happened when my IP changed. (It changed more often than it should for some reason, which is how I found this out, but it's annoying in any case). In those cases, if I stopped and restarted the client, transfer would restart quite soon.
