It would be nice for dh_make to use the following copyright format proposal:

As an option I'd consider it. I find the whole machine readable push
personally unwieldly because we will be typing ourselves in knots where,
quite frankly most people don't care.
I'm only asking for an option. I'm asking this because the OCaml
Maintainers have been switching to this format, and I would have liked
an option in dh_make to comply with what they want.
The machine readable push is indeed unwieldly, but it may in the end be
useful in detecting licencing issues more quickly.
There is also no consensus about how it should be done, as the page you
reference has many people arguring for things to be included or not.
There's no precise way to do it, but overall, one nevertheles has a
rather good idea of what it should look like.
And the dh_make option need only generate a template, not a fully
featured copyright file.
All that points to is something that may need to be done in the future,
but I'd like to see something in the Debian standards first.

I fully understand that you would like something in the Debian standards
first, but just don't let this stop you from adding this option...
