If mew wants that, it is mew's problem; Emacs 23 handles UTF-8 by
itself just fine.

According to Emacs' PROBLEMS file, it won't work:

With emacs23, you had better try mew-beta, it contains several fixes to
work with Emacs 23. Maybe it will even send correctly encoded ö's. ;-)
