The README says

Mail suggestions and bug reports for GNU time to
bug-gnu-ut...@prep.ai.mit.edu.

This email does not exist; I got a bounce. The reason I was originally
writing was because I wanted a way to call time from within a Python
function, returning values to the function. Unfortunately, it doesn't
look like time has an shared library + api for Python to wrap. It
looks like it is in maintenance mode. Is upstream dead?
