Hello. I've made some changes to the telnetd-ssl package which may fix the bugs you reported. Among other things, the telnetd user is renamed to telnetd-ssl, and there are various changes in the postinst and postrm scripts which hopefully make them less fragile.
If you are still having problems, can you try telnetd-ssl version 0.17.24+0.1-9 and let me know if it fixes your problem.
