Reopened because: If a locale is not installed on the system, it is not possible to select messages from that locale (even though we only need messages from our own catalog, which does exist). So if I build on a system with the "de" locale defined, the manual pages are generated correctly, but if not then they are not. I don't know how to solve this yet.
