The rationale is explained in the proposal in the following wiki page: http://wiki.debian.org/CopyrightReview I have noticed that latexview contains files that are derived from CPAN's Algorithm::Diff module, and that are not mentionned in your copyright file together with their copyright holder. The files are latexdiff-fast and latexdiff-so. I am not sure if it would be a reason for rejecting your package from the Debian archive, however, here is a copy of the copyright notice they contain.
