Could well be. Sprng has a very messy build procedure. But from ldd's
output, it isn't obvious if it really depends on it:

[EMAIL PROTECTED]:~$ ldd /usr/lib/libsprng.so.2.0
        libc.so.6 => /lib/tls/libc.so.6 (0xb7e8f000)
        /lib/ld-linux.so.2 => /lib/ld-linux.so.2 (0x80000000)


Can you show or document why you think it needs to depends on libgmp3?

Also, why would would these be two bug reports for the library and the
headers?
