A whole series of bug fixes for filefrag went into e2fsprogs just
before 1.41.8 was released. I tried reproducing your tests and it
works for me. So I believe this bug has been fixed in the 1.41.8-1
release of e2fsprogs.
If you could try testing the 1.41.8-1 e2fsprogs in debian unstable, I
believe you will find that it is fixed there.
