The easiest thing is to leave a dictem.el symlink in the flavour directory /usr/share/emacs22/site-lisp/dictem (etc). emacs-goodies-el for instance does this. So in /usr/lib/emacsen-common/packages/install/dictem change cp and rm to just "ln -s" and leave the link there.
